Changelog Notification Emails: Cannot Resend After Publishing

When publishing a changelog release, if the "NOTIFY SUBSCRIBER" toggle is not enabled, subscribers do not receive notification emails. Currently, there is no way to retroactively send notifications for a published post. This caused confusion and frustration for a user who missed notifying their subscribers about an important release. Suggestions: Add a clear warning before publishing if notifications are not enabled. Consider a feature to resend or trigger notifications for already published posts.
